80 percent of SE Texas schools fail government report card

Higher federal standards and a tougher Texas standardized test swamped schools in 2012, with 80 percent of local districts flunking what many hope will be their last Adequate Yearly Progress report card.

The only school districts not put on notice by the U.S. Department of Education were Bridge City, Hamshire-Fannett, High Island and Lumberton. The Bob Hope Charter School is Port Arthur also got passing marks.

In 2012, the government agency released new reading and math requirements for U.S. students. The Department of Education now requires that at least 87 percent of students pass reading and 83 percent pass math. Those numbers are expected to increase to 100 percent in 2014.

Texas Education Agency Spokeswoman DeEtta Culbertson said the government grades individual districts and campuses on the federal test standards, attendance and graduation rates, and on scores earned on the STAAR test - the latest in Texas' standardized tests.

Culbertson said the new federal math and reading guidelines hurt a number of Texas school districts.
